No. Double First-Class universities are not all administered by the Ministry of Education. Counting the entries of the annex to the second-round Double First-Class list against the national list of higher education institutions as of 17 June 2026, 74 entries are listed under the Ministry of Education, and the other entries are listed under other administering bodies, including provincial governments, other central ministries and the Chinese Academy of Sciences. Three military institutions named in the annex are outside the national list, so they have no administering body in it.

Military institutions outside the national list
The annex also names three military institutions. Each is outside the national list of regular institutions, so this directory has no page for them. Their Chinese names are given here only, because this site has no English name for them.

What Articles 13 and 14 of the Higher Education Law say
The following translations are this site's. They come from the Chinese text of the Higher Education Law as carried on the Ministry of Education's website. The law was adopted in 1998 and amended in 2015 and 2018.
Article 13 says that the State Council uniformly leads and manages higher education nationwide. It also says that the people's governments of provinces, autonomous regions and municipalities directly under the central government coordinate higher education in their administrative areas, and manage the institutions that mainly train talent for their areas and those the State Council authorizes them to manage.
Article 14 says that the education administration department under the State Council is in charge of national higher education. It manages the institutions the State Council determines to train talent mainly for the whole country. Other relevant departments of the State Council handle related higher education work within the functions the State Council prescribes.
Who issued the Double First-Class list
The second-round list was published by notice 教研函〔2022〕1号, dated 9 February 2022, issued by the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission. Paragraph 1 of the notice says the list was identified by an expert committee, studied by the three ministries, and reported to the State Council for approval.
Paragraph 2 of the notice says that Peking University and Tsinghua University determined their construction disciplines themselves in the second round and published them separately. Annex 2 of the notice lists first-round disciplines given a public warning. This page does not cover annex 2.
Counting the entries of the annex, the list has 147 institutions. Two entries print no disciplines. The other 145 institutions have 433 discipline entries in all, with 97 different discipline names. These are this site's counts from the annex, not figures printed in the notice.
Being on the Double First-Class list or the national list does not show whether a university enrols international students in a given programme. Admission details are in each university's own admission prospectus.
