University or college: what 大学 and 学院 mean in a Chinese institution's name

A 大学 and a 学院 are the two names an undergraduate institution in mainland China may take. The official texts set a different condition for each name: a 大学 must meet higher enrolment and discipline thresholds than a 学院, and the English rendering "university" or "college" follows the Chinese name. The conditions differ by document, so each document and its year is given below. For how this directory is organised, see this directory's section page.

This article is a reference guide for international students and families looking up universities in mainland China. It explains the conditions in three official documents. It does not say what any existing institution is.

The English wording here is this directory's own translation of the Chinese texts. The official texts are in Chinese, and the Chinese text prevails.

Three documents, three years

  • The Interim Regulations on the Establishment of Regular Higher Education Institutions (普通高等学校设置暂行条例) were issued by the State Council on 15 December 1986. The text refers to the State Education Commission (国家教育委员会), and this article keeps that name.
  • The Interim Provisions on the Establishment of Regular Undergraduate Institutions (普通本科学校设置暂行规定), 教发〔2006〕18号, were issued by the Ministry of Education on 28 September 2006. Their opening text says they cover the establishment of independent colleges and universities.
  • The Interim Measures for the Naming of Higher Education Institutions (高等学校命名暂行办法), 教发厅〔2020〕6号, were issued by the General Office of the Ministry of Education on 20 August 2020.

Conditions for a 大学 and a 学院 by document

The 1986 regulations

Article 11 says a school's name must match its talent-training goals, discipline categories, scale, leadership system and location (名实相符).

Article 12 sets the conditions for a 大学. It must mainly train undergraduate and higher-level specialists. Three or more different disciplines among the eight categories listed in the article must be its main disciplines. It must have relatively strong teaching and research capacity and a relatively high level of teaching and research. Its planned full-time enrolment must be 5,000 or more. Remote areas or special needs may be exempted, with approval from the State Education Commission.

Article 13 sets the conditions for a 学院. It must mainly train undergraduate and higher-level specialists. One discipline from the eight categories in Article 12, item (2) must be its main discipline. Its planned full-time enrolment must be 3,000 or more. Colleges in art, sport or other special fields, or with special needs, may be exempted with approval from the State Education Commission.

The 2006 provisions

Part 1, item (1) sets scale. A 学院 should have 5,000 or more full-time students. A 大学 should have 8,000 or more full-time students, and its postgraduate students should be not less than 5% of total full-time enrolment. Colleges in art, sport or other special fields may be exempted with approval from the Ministry of Education.

Part 1, item (2) sets disciplines and programmes. A 学院 should have one or more main discipline categories. A 大学 should have three or more main discipline categories. The provision lists the categories, including humanities, social sciences, science, engineering, agriculture, medicine and management. It also sets further conditions for each name, including a minimum number of master's degree-granting units for a 大学.

Part 2 covers names. Item (1) says undergraduate institutions are named "××大学" or "××学院". Item (2) says a name must match the school's goals, level, type, disciplines, teaching and research standard, scale, leadership system and location. Item (3) says a name must not be prefixed with 中国, 中华, 国家 or similar words, and must not be named after a person. Item (4) says each institution has one name.

The 2020 naming measures

Article 4 says an undergraduate institution is named "XX大学" or "XX学院". The article says an appropriate qualifier may be added according to location, industry or discipline. The article in principle covers names by level, and it also lists names for vocational and junior-college levels.

Article 7 covers English renderings. Item (1) says the English name must be consistent with the Chinese name. Item (2) says a 大学 is rendered "university". Item (3) says a 学院 is rendered "college", or, depending on discipline type, may also be rendered "institute", "academy" or "conservatory". Item (4) says a field with a special meaning in the Chinese name may be transliterated.

Article 4 sets no minimum enrolment figure and no discipline count. The figures in the table come from the 1986 regulations and the 2006 provisions only.

Questions people ask

Does a 大学 need more students than a 学院?

Article 12 of the 1986 regulations sets a planned full-time enrolment of 5,000 or more for a 大学. Article 13 sets 3,000 or more for a 学院. Part 1, item (1) of the 2006 provisions sets 8,000 or more for a 大学 and 5,000 or more for a 学院.

Is 学院 always translated as "college" in English?

Article 7, item (3) of the 2020 measures says a 学院 is rendered "college". The same item says that, depending on discipline type, "institute", "academy" or "conservatory" may also be used.

Does the name show whether an institution admits international students?

The name alone does not show this. The three documents set conditions for establishing and naming institutions. Entry conditions for international students are in each university's own admission prospectus.

Can an institution's name include 中国 or 国家?

Part 2, item (3) of the 2006 provisions says a school name must not be prefixed with 中国, 中华, 国家 or similar words. The provision applies to undergraduate institutions named under that document.
