Double First-Class universities in Xi'an and Shaanxi Province
Sources checked · Unofficial summary
Seven institutions printed under the Shaanxi heading of the Ministry of Education's national list are on the second-round Double First-Class annex, counting the entries of the annex. Six of them are located in Xi'an and one in Xianyang. This page gives each entry with its place, administering body and the disciplines the annex prints for it, and this directory's section page lists universities by province.
The official lists are in Chinese. The English names of institutions and disciplines on this page are this directory's renderings, not official translations, and the English text of the notice and lists is this site's translation of the Chinese text. Confirm each entry against the current official list before you rely on it.
The second-round list and its date
The list is annex 1 to a notice numbered 教研函〔2022〕1号, issued by the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission. The annex title line gives its date as 9 February 2022.
Paragraph 1 of the notice says the list was determined by an expert committee, studied by the three ministries and submitted to the State Council for approval.
Paragraph 2 of the notice says that Peking University and Tsinghua University determined their own construction disciplines and published them separately. The annex prints no disciplines for either university.
The annex is titled 第二轮“双一流”建设高校及建设学科名单 and is ordered by school code. Counting the entries of the annex, it names 147 institutions. The annex prints no ranking, no score, no province and no English names.
Shaanxi in the national list
The national list is the Ministry of Education's list as of 17 June 2026, and attachment 1 is the list of regular higher education institutions. The header under which the Shaanxi institutions are printed reads 陕西省（98所）, which is Shaanxi Province with 98 institutions.
Counting the rows under this header, 61 are undergraduate-level rows and 37 are junior-college-level rows. The province is the header under which a school is printed. The place of each school is given in the 所在地 column, and that place is not always the same as the header.
The seven entries
The table follows the printed order of the annex, which is the order of school codes. Each row gives the number in the national list of 17 June 2026, the place and administering body from that list, and the disciplines the annex prints in the list of 9 February 2022. The disciplines are given in Chinese in the annex and in English here.

What being on the list does not show
Attachment 1 to the national list has seven columns: 序号, 学校名称, 学校标识码, 主管部门, 所在地, 办学层次 and 备注. The columns do not include a teaching language or any information about international students.
Being on this list does not show that a university enrols international students, or that it enrols them in any particular programme. Fees, deadlines, entry requirements and intake numbers are set out in each university's own admission prospectus, which is the place to check them.
