Double First-Class universities in Harbin and Heilongjiang Province

Four institutions printed under the Heilongjiang header in the Ministry of Education's national list are on the second-round Double First-Class list of 9 February 2022: Harbin Institute of Technology, Harbin Engineering University, Northeast Agricultural University and Northeast Forestry University. Counting the entries of the annex, there are four such entries, and the national list places each of them in Harbin (哈尔滨市). The national list prints 81 institutions under the header 黑龙江省 (Heilongjiang). Counting the rows of the list under that header, 42 are at undergraduate level (本科).

What the two lists are

The second-round Double First-Class list is annex 1 to the notice 教研函〔2022〕1号, issued by the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission and dated 9 February 2022. The notice says the list was confirmed by an expert committee, studied by the three ministries and submitted to the State Council for approval before publication.

The national list of higher education institutions is the Ministry of Education's list as of 17 June 2026. Its attachment 1, the list of regular higher education institutions, gives for each row a school name, a school code, an administering body, a place, a level of study and a remark.

The annex lines give each institution's name and its disciplines. The place and the administering body come from the national list, not from the annex.

English names of institutions and disciplines on this page are this directory's renderings; the official lists are in Chinese. Confirm each entry against the current official list. Annex 2 of the notice, which lists first-round disciplines given a public warning, is not covered on this page.

The table follows the order of school codes printed in the annex. That order is not a ranking.

Telling similar names apart

Two of the four names begin with 哈尔滨 (Harbin). The full Chinese names and the English names in the table identify each entry. This page does not say which institution a shorter name refers to.

What the national list records

The national list has seven columns: 序号, 学校名称, 学校标识码, 主管部门, 所在地, 办学层次 and 备注. In the national list, the four rows are numbered 604, 606, 611 and 612, in the order of the table. The remark column is blank for each of the four.

The seven columns do not include a ranking, a list label or a teaching-language field. Being on the second-round list or on the national list does not show that a university enrols international students in a given programme.

Being on the second-round list does not show that a university enrols international students in a given programme. The seven columns of the national list, 序号, 学校名称, 学校标识码, 主管部门, 所在地, 办学层次 and 备注, do not include a teaching-language or international-student column.
