Which Chinese cities have the most Double First-Class universities? Counts by place
Sources checked · Unofficial summary
Beijing (北京市) has 34 entries in the annex to the second-round Double First-Class list, the largest count by place in the table below. The table gives the count for every place with two or more entries, in the order given. These are counts of entries by location, made by joining the annex to the 所在地 (place) column of the Ministry of Education's national list. They are not a measure of the quality of any university or city.
This guide is part of this directory's section page, which lists universities by province. The counts below were made by this site from two official lists. They are not figures printed by the Ministry of Education. The official texts are in Chinese, and the English here is this site's translation of them, so check any point against the Chinese original.
Confirm any school against the current official list. The national list is the Ministry of Education's list as of 17 June 2026, and the Double First-Class list is the second-round list dated 9 February 2022 (教研函〔2022〕1号).
What the counts measure
The annex is annex 1 to the notice 教研函〔2022〕1号 of 9 February 2022, issued by the Ministry of Education, the Ministry of Finance and the National Development and Reform Commission. The annex is printed in order of school code. Counting the entries of the annex, there are 147 institutions. Two of them have no disciplines printed, and paragraph 2 of the notice says that these two determined their own disciplines. Counting the entries of the annex, there are 433 discipline entries across the other 145 institutions.
Paragraph 1 of the notice says the list was determined by an expert committee, studied by the three ministries and submitted to the State Council for approval.
Place and province header
Attachment 1 of the national list, 全国普通高等学校名单 as of 17 June 2026, has seven columns: 序号 (serial number), 学校名称 (school name), 学校标识码 (school identification code), 主管部门 (administering body), 所在地 (place), 办学层次 (level) and 备注 (remarks). The attachment groups schools under a header line for each province.
The province header is the heading a school is printed under. The 所在地 column records the place of the school. The two can give different counts. For Tianjin, the place count is 6 and the province header count is 5. For Nanjing (南京市), the place count is 13, while the Jiangsu header count is 16.

Questions people ask
What do the place counts measure?
They count annex entries by the 所在地 column of attachment 1 of the national list as of 17 June 2026, for places with two or more entries. This site made the counts by joining the two lists. They are not figures printed by the Ministry of Education.
What is the difference between a province header and a place?
Attachment 1 groups schools under a header line for each province, and the 所在地 column records each school's place. These are separate pieces of information, so the counts by header and by place can differ. For Tianjin, the place count is 6 and the header count is 5.
Does being on the Double First-Class list show that a university enrols international students?
Paragraph 1 of the notice dated 9 February 2022 describes how the list was determined and says nothing about international students. The seven columns of attachment 1 are serial number, school name, school identification code, administering body, place, level and remarks, and none of these columns records a teaching language.
